ABUJA, Nigeria – June 29, 2026

In a landmark move aimed at modernizing a key national institution, the Federal Executive Council (FEC) has approved a comprehensive reform of the National Youth Service Corps (NYSC). The Honourable Minister for Youth Development, Honourable Ayodele Olawande, announced the approval yesterday, heralding it as the first holistic review of the 53-year-old scheme.


Minister Olawande, addressing the press after the FEC session, stated, "For over five decades, the NYSC has remained a powerful symbol of national unity and service. 

Today, we have taken a bold step to preserve that legacy while preparing it for the future."


He framed the reforms as a critical alignment with President Bola Ahmed Tinubu’s economic vision, aiming to reposition the NYSC as a "skills-driven, productivity-focused and youth-empowering institution" that contributes to building a $1 trillion economy.


The approved reforms, which originated from a broad-based review initiated in 2025 involving the Federal Ministries of Youth Development and Education, signify a profound shift in the NYSC's operation and philosophy.


Key reforms announced by the Minister include:


A technology-driven call-up process to streamline mobilization.


Risk-sensitive deployment protocols to enhance the safety and security of corps members.


A redesigned six-week orientation programme with a stronger emphasis on leadership, entrepreneurship, digital skills, and specialized career streams.


Skills-based primary assignments that align with corps members' academic backgrounds and career aspirations.


Modernized governance structure featuring civilian operational leadership, while the military retains a role in security support.


Improved camp standards to be enforced through a national grading and certification system.


A rebranded conclusion featuring a new graduation ceremony to replace the Passing Out Parade (POP) and a redesigned NYSC uniform intended to reflect professionalism and national pride.


"This reform journey began through diligent, multi-stakeholder work," Minister Olawande noted, acknowledging the collaborative effort. "Today, that hard work has received the endorsement of the Federal Executive Council."


To cement these changes, the FEC has directed the Attorney-General of the Federation and the Federal Ministry of Youth Development, led by Minister Olawande, to commence the amendment of the NYSC Act and its regulations.


This legal step will provide the foundation for the full implementation of the reforms.


The announcement marks a pivotal moment for youth policy in Nigeria, aiming to transform the NYSC from a primarily unifying experience into a potent platform for equipping the nation's youth with "the skills, experience and opportunities they need to thrive in a fast-changing world."
